Runner on first base. Runner on first takes a lead and then takes off for 2nd base while the pitcher brings the ball down to his waist. The coach yells runner is going. The pitcher doesn't step off the rubber. Instead the pitcher just wheels around and throws the ball to 2nd base.
Is this a balk or no balk? Where is this in the rule or baseball case book.
