True in FED

False elsewhere.

Rich is correct, outs stay in Fed, nullified everywhere else. Good point Andrew.

I wasn't aware NCAA and OBR were different. I should get my nose in the BRD more often. However, dealing with only Fed at the moment, I try to keep my brain on it only.
