True or False OBR:

 

The five ways to have a ‘play’ are: balk, rundown, pitch, tag or tag attempt of a base in attempt to retire a runner, and tag or tag attempt of a runner.

A play is a legitimate attempt to retire a runner.

 

Per the MLBUM:

 

"A play or attempted play is interpreted as a legitimate effort by a defensive player who has
possession of the ball to actually retire a runner. This may include an actual attempt to tag a
runner, a fielder running toward a base with the ball in an attempt to force or tag a runner, or
actually throwing to another defensive player in an attempt to retire a runner. (The fact that the
runner is not out is not relevant.) A fake or a feint to throw shall not be deemed a play or an
attempted play."

 

 

In addition, 7.10 says  "If a pitcher balks when making an appeal, such act shall be a play."

Your source for your assertion?

 

I would suggest that most balks are NOT "plays" in any meaningful sense of the word.

 

(I know a balk on an appeal attempt is considered a "play" for the purpose of denying a subsequent appeal.)

Try gleaning from the MLBUM - it trumps the J/R because it is the official interpretations from the owners of the OBR.

My J/R serves as a paperweight, but that didn't stop us from taking this interpretation right from it.

 

Then I'd start a campaign with Baseball Canada to use the official interpretations.

That'd only be necessary if the interpretation in place was contrary to what is official. 

 

The first 3 are the same as what's in the MLBUM. We just put it in point form instead of paragraph form. A balk is a play for the purpose of making an appeal. So that's 4/4. Calling a rundown a play is the same as saying on an exam "both A (tag / attempted tag) and C (throw to another fielder) are correct". It's a generalized simplification that they gave its own category to. 

 

There are many instances where I think B-Can and the OBA need to stop trying to re-invent the wheel. This is one I have no problem with, as it is just simplifying what already exists. 

 

The only revision necessary for this interpretation is specifying that a balk 'counts' as a play only when making an appeal. Otherwise, I challenge you to provide a situation where using the B-Can interp would cause a contrary ruling than to what the MLBUM would.

 

So you need a revision. Because it's incorrect as currently written. Therefore "false". Said so yourself.

 

As long as you are revising it, use the MLBUM definitions.
