I agree, but is the "interference" by the on-deck batter that prompts the PU to immediately call "Time". No outs or awards in my example. Simply call "Time" and admonish ODB. 

 

We are taught that if there is any Interference we got to have an out!

Yes I've heard that before, but I believe it to be erroneous teaching. Even the Fed interpretation referenced earlier in this thread doesn't call for an automatic out. Of course it could be said that to have interference called, there has to be a "play". Our rules interpreter a couple of years ago tried to tell me the same thing and would have called runner out who hadn't even made a step off the bag. I argued the unreasonableness of such action and subsequently read Jaksa / Roeder ruling which would refer to this as "weak interference", in other words, interference without a play. For me, it's umpire's judgement and I will side more in favor of defense. However, if runner is at or within a couple of steps of the base when ball is touched, he gets the base and definitely no out. I have no problem with those who want to send him back, but I treat it similarly to spectator interference and use my best judgement.
