Tangent: is this covered in the BRD? Been discussing this with some others offline and there's dissent for the ruling in OBR.

If we are back to the obstruction on the first baseline, it should be. FED is clear the it is obstruction, NCAA has it as possibly interference and OBR should have it as Type A obstruction.
