Date Steroid Use Made Illegal?

When were steroids made illegal in the MLB? I had heard that when Mark McGwire allegedly used them it was legal at the time. Does anyone know if there is any truth to this?

I don't think it's been that long. I seem to remember in t the midst of the Mitchell Report similar things about certain things being legal when they were being used, but have since been made illegal.

Would carrots be considered a performance enhancing drug? Since they are supposed to make your eyesight better. I am looking for away to not have to eat cooked carrot ever again. :agasp_:
