I think it is conclusive. His hands and forearms were clearly on the field side of the rail. It hit about where his wrists were and it looked clearly to be on the field side of the rail. I think it would have hit low enough on the top rail to cause the ball to come back. It would have been nice to get a side view but I think the overturn was correct. Of course, now Cub fans don't want IR. But, they will tomorrow when a call doesn't go their way and it could have been overturned by IR.
