Alternative "Little League" sanctioning bodies ie USSA

I am looking for a sanctioning body to recommend to the local county league to use for its summer ball leagues, age 4 to 17.

Points we are looking for:

1)Cost of sanctioning

2)Insurance

3)Rules

4)Umpire Compensation.

I don't know total costs, but you might look into Babe Ruth League if you haven't already. I've only umpired in a chartered league for a few years now but they seem to be a good organization.

Babe Ruth/Cal Ripken is good, so is Pony. I like the way Pony steps their bases. Every two years they add 10ft to the bases until you get to 90ft.

Yeah, but around here that would make life difficult. It's hard enough just to have one 60' diamond. Never mind the 90' diamond which is at the middle school and not well maintained at all.

Usually they use a portable mound and multible pins on the bases. I can change a field by myself in 20 minutes.
