No one on base, batter is walked, the pitch is in the dirt and bounces behind the rubber conveyor that is used to protect the fence (DB territory). Does the BR get second or just first?

All runners get 1 base on a wild pitch in DBT from their last legally touched base at TOP. Since the batter has not legally touched 1B, he gets 1B.

I could just be dumb (as some RAT feel the the need to point out), but what is a "rubber conveyor"?

It's a used rubber conveyer belt (48"wide) that is attached to the chainlink fence behind home plate. It is used to cushion the baseball when the catcher misses a pitched ball. Sometimes the wire they use to put it up breaks and it leaves an opening on top where the ball can fall into.
