A ball bouncing off the catcher and hitting the batter is NOT a hit by pitch.

Two very poorly thought out local league rules

I agree that a youth umpire should not be making that decision which is why I like the LL Requirement of an Adult Game Coordinator for games where there are no adult umpires. Maybe other leagues/organizations should consider something similar. Another important job of the GC is to ensure the Adult Managers don't "bully" the youth umpires (not that that would ever happen). -

Horrible example. What OBR rule does that over-ride? That's a ground rule. Each park/field has its own set of ground rules. They pertain to the physical aspects of the park not playing rules. As for you pulling your team off the field you can obviously do that for a number of reasons. That doesn't change the fact that the umpire is the only person allowed to suspend play due to the weather/field conditions. It's a moot point around here because every LL park/field has lightning detectors installed on them. Alarm goes off clear the fields until the all clear sounds. Florida is the lightning capitol of the US so we're are very cautious when it comes to lightning. -

In Little League if there is no adult umpire (youth umpire(s) being used), there must be an adult Game Coordinator assigned to the field/game. One of the duties of the GC is to determine when to suspend the game due to weather/field conditions, as you say, don't leave that decision up to a youth. -

Nope on both! 1) Once the game starts the decision to suspend due to weather is up to the umpire, not a manager/coach. 2) As stated, the rule is the whole foot on the ground outside the box, a local rule cannot over-ride a rulebook rule. As they say: local rules are made by fools! -
MLB will probably issue an "apology" for the ump missing the obstruction call. Too little, too late!

Fenway used to have a flagpole in the field of play in centerfield. Lots of strange bounces off that pole. They eventually walled if off in 1970.

The Board holds a Disciplinary Hearing. The umpires and coach tell their sides of the story and maybe a witness or two plus the video. I would imagine, as the others have stated, he's gone as a coach and hopefully banned from the facility.

We had one several years ago, we rolled out the BP Pitcher L Screen and had the runner start behind it.

Normally the top players are the best because their "dads" works/practices with them. As such, the "dads" of the top players are normally decent coaches and can teach basic skills to all of the players. You're not going to get the "dads" of the unskilled players to volunteer to coach.

You can't have 18 on a LL Team, 15 Max. I was the President of our local LL for almost 15 years, never had a problem finding a coach when needed. Have a Board Member draft the team. Have a meeting with the players parents and tell them someone needs to step up and coach or the team will be disbanded and the kids won't get to play. Someone will step up (usually the dad of the #1 or #2 draft pick, they want their kid to play).

So, you want to keep your best 28 players and send your worst 8 players to another league - nice! Find another Coach.

I was on a phone call with Williamsport and argued these items were not bat alterations. My suggestion was to add them to 1.10 Note 1 as not allowed along with the "donut". Obviously I lost! Based on this Post I sent LL an e:mail and asked how they would treat a 9 Strap. No answer yet. Update: Southern Region says a 9 Strap would be considered a bat alteration under 1.10 AR-2.
