The only way I know how is by joining the NFHS and getting it from their online Library.I have paid to do it the past couple of years. In 2010 both the casebook and Rulebook were avaiable. This year all I found was the Rulebook. Your state association might give you accces to the NFHS library as well, but here in Texas our dues do not go to the NFHS.this is possibly the last year the book will be available in PDF format. They are transitioning to a delivery system using Arbiter Sports. The rule book is there this year,but you have to be connected to the Internet to use it. I got this info from calling the NFHS.I hope they change their mind and keep doing the PDFs. It makes it easy to print a Large version of the rule to use when I am training umps and also allows me to always have it with me on my iPad.
