I am UI, DC indicates to me he wants to appeal runner leaving early on a fly ball to the outfield. Time had been called. Pitcher has the ball. Coach tells him to throw to third base and appeal running leaving early and pitcher complies before I put the ball into play.. I state to DC that ball has to be put into play first. Ball put into play and the appeal is made. I believe at the time that I followed procedure, but I thought that you can not make an appeal twice. Comments please?

He didn't. Since you can't appeal when the ball is out of play, he didn't make an appeal, until the ball was in play. Therefore, he only made one.

If this were a FED game, there are 2 types of appeals. Dead ball and live ball.

Given your situation, the coach actually made a correct dead ball appeal. Had the ball been live, all anyone would have had to done was make a verbal statement apealing the runner leaving too early or tagging the runner or the bag for the appeal to be successful, without the ball ever being "killed".

I believe under OBR (brain farts R Us today) the ball would have to be live to make an appeal...

Your right on the dead ball part in FED but I believe live ball appeals are just like OBR in FED in that they must make the play; they can't verbal on a live ball. :(
