Does run score

One out, runners on the corners. Ball hit to outfield, runner on third tagging up, runner on first goes. Ball is caught, runner on third scores, runner who was on first never goes back and is doubled off. Umpires ruled that since runner scored before third out was made, run counts. Is that right call?  This is also in men's softball league.

Careful Cav....... it depends on the rule set being used, referenced, implied, or considered.
