Anyone have a link for the latest edition, 2013?   I can only find segments from it in other manuals. 

 

I don't think there's an official on line version.

 

You can get one from your league or by joining the LL umpire registry.

This is correct.

 

Soft version for this is received via Internet connection through Little League Umpire Registry.
