Book re-What event causes a Rule to Change

I heard that there may be a Book out there somewhere - an interesting read for the historians  that wonder why a new rule is included in the rule book, or why a Rule is amended or dropped.

 

Can anyone direct me to the name, and source.  Tks

The manual for Evans included historical references but it isn't available to the masses. I believe the HW manual does to an extent but I'm not sure. <br /><br />Sent from my C771 using Tapatalk 2<br /><br />
