OBR. Little League game. 2 outs with R3. BR walks on wild pitch. R3 out at plate. BR basically stands and watches play without going down to 1B. I'm assuming he legally walks and does not lead off next inning. It's not like he headed to dugout prior to out at plate. Am I correct in this thinking?

Yes. Batter completed his at bat prior to the out.

I agree a walk is a walk he completed his turn.
