Question

Hello. Regarding pitch count.
I understand on the "hard limits" (pitcher/catcher, daily max), that if a pitcher starts a batter under the threshold, and crosses it during that at-bat, he can finish the batter and still be considered not exceeding the limit.
I am confused on the "tiered limit" (days' rest). If a pitcher starts a batter in the middle of one tier, and crosses into the next higher tier while pitching to his final batter, which tier does he end at for the day? Another way of saying this would be: the pitcher's days' rest tier is the tier he is at when he begins his last batter for the day?
The official pitch count, in either case, is however many pitches he actually threw, regardless of what the threshold and rest calculations end up to be though, right?
Thanks
