Need 2 cites please.  I can't locate in either source.

I am in an OBR league and I have a coach insisting that he can freely substitute runners for his pitcher and catcher.  I am certain that is not the case with OBR but my question is what are the USSSA and FED rules?

7.04 B  USSSA

7.04.B At any time, the offensive team may use a courtesy runner for the pitcher and catcher of record the previous inning on defense. The courtesy runner must be a player not presently in the line-up. If no players not presently in the line-up are available, the courtesy runner shall be the player making the last batted out. The re-entry status of the courtesy runner, pitcher, and catcher shall not be affected by this rule. If at any time, a courtesy runner is determined to be ineligible, a proper replacement pursuant to these rules (if available) shall be used without penalty.

FED can also have a CR for F1 and F2 (the F1 and F2 from the previous half inning, or in the starting lineup if the top of the first).  The same player cannot CR for both in the GAME (not in the INNING as some believe, and as in some other codes -- NAIA, for one, I think). The CR must be someone who has not participated otherwise in the game.  Once a player has been a CR, he cannot appear elsewhere on offense in that INNING.

 

That's most of it.

 

The CR does not appear in pure OBR.

In FED, courtesy runners are part of the speed-up rules which require state adoption.  So unless your state association has adopted the rule, it is not in effect.  In California, CIF has delegated the adoption to the regional sections, and the sections may delegate the adoption to the leagues.  So the rule may vary among the leagues.  Sheesh!
