I got this from my former local assignor. Local league uses OBR with mods. Anyone else heard of this? there are a few MLB rule changes that have affected our rules. First, offensive conferences have not changed for years and we still have a few “veteran†umpires who don’t know how many timeouts the offense may “REQUESTâ€. You should know that only ONE conference per offensive inning is allowed AT ANYTIME IN ANY GAME. Anytime a second offensive time out is REQUESTED and GRANTED a substitution must be made. So DO NOT ALLOW A SECOND UNLESS COACH WANTS TO REPLACE A PLAYER. If this happens there will be a HOLE in the lineup because they bat continuously and AN OUT will be recorded each time that player comes up to that. Not only that but a parent is going to be EXTREMELY distraught when his/her child has to sit out rest of game. So watch that very carefully. There were many instances where a coach took as many a 5 timeouts in an offensive inning…….and the coach knew better, but our umpires did not. They will take advantage of our IGNORANCE OF RULES so “study to show yourself approvedâ€. They laughed about it. Second, there are only THREE Defensive Conferences in a MAJOR League game now. They have adopted the HS and College rules. So here’s how that works. A coach may “REQUEST†Three timeouts to talk with pitchers or any defensive conferences. He may do that ALL THREE TIMES to one pitcher even in one inning. But after those three conferences HE MUST REMOVE AND REPLACE THAT PITCHER. Anytime he removes a PITCHER there is NO CONFERENCE CHARGED. No longer must he visit and remove a pitcher after second conference of any inning as in the past. SO WATCH THIS CAREFULLY AND DO NOT ALLOW THE REQUEST UNTIL YOU’VE TOLD THE COACH HIS OPTIONS. ONLY THREE USED DEFENSIVE CONFERENCES PERIOD PER GAME PERIOD.
