Pitcher pick to 3rd baseman NOT 3rd base

Can a pitcher, from the rubber, while attempting a pick off to 3rd throw to the 3rd baseman who is several feet off the base?    The throw doesn't pull the 3rd baseman off the base he just wasn't holding the runner.

OBR, no. FED/NCAA, yes.

It depends the real length of "several feet". If its close enough to 3B for there to be a play, then it they're good, if not then its a balk in OBR. It's a judgement call.
