10U game last night, the opposing pitcher was pitching from his "stretch" position with runners on 1st and 2nd. His "stretch" position consisted of him entering the rubber from the first base side and immediately bringing both feet together and his hand & glove together at his chest. Sometimes with a pause, sometimes without a pause, he would then deliver his pitch. My contention was this is a balk as he has no initial starting position before coming to a pause, am I correct? Thanks!
