Do lineup cards at the pre-game conference need to have all substitutes listed or just starters?

Let's make this simple. 1. Fielders foot is on top of base. 2 Runner's foot is on top of fielders foot. 3. Two scenarios: a. Fielder tags runner. Out or safe? b. Fielder receives throw for a force out. Out or safe?

R1 steps back onto the base but his foot is on top of F4's foot which is on top of the base and no part of R1's foot is actually touching the base. Is he out when tagged or is he legally touching the base?

So is there a ruling that states the maximum number that may be on deck?

NFHS rules. Where does it specifically say how many batters may be outside of the dugout "on deck". Some teams want to have 2 or 3 prior to the beginning of their half of the inning? It is a dead ball situation. The opposing coach insists only one may be on deck.
