While I have INT with the use of his arms I do remember Jim Evan’s saying at a Desert Classic that no rule prevented a runner crashing the fielder attempting to tag him in a play such as the OP. There are, of course, unwritten rules which explains why R3 held up. But he still interfered with his arm entanglement.
