But if you look closely,  it actually hit the ground twice.  1 bounce = safe, 2 bounces = he gets to go to 3rd.

Its funny. In ~2013, when my son was 10ish and played, I questioned the umpire that he was hit with a pitch. The umpire said it didnt count because the ball hit the dirt. A back and forth followed that concluded when he finally said it was a local rule. Hahahaha.

But just this weekend, a HS pitcher got mad at me, as PU, I called a HBP and he said 'but it hit the dirt!'

Whoever started that rumor or ground rule needs shot.
