I was of the opinion that in cold weather F1 could blow on his hand to warm it up, on or off the rubber, which I would tell coaches at the plate meeting. Is there a rule or interp at FED, NCAA, OBR that they have to do it off the rubber and then wipe?

In the Fed's Case Book, 6.2.1 Sit A, B, and D, all have it illegal to do it while touching the plate, but legal when not touching the plate.  Sit A and B are the same with the only difference being a runner on base (illegal w/ a ball to the batter vice a balk).  Sit D says, with a runner, it is illegal when F1 goes to the mouth off of the plate and then legally steps onto the plate without wiping his hands first.

I'm not asking about going to the mouth. The question is about blowing on the hand: 

OBR

"EXCEPTION: Provided it is agreed to by both managers, the umpire prior to the start of a game played in cold weather, may permit the pitcher to blow on his hand."

NCAA

"Note: In cold weather, the umpire may announce to both teams that it is permissible for the pitcher to blow on their hand, on or off the pitching plate."

Not to sound stupid here, but my mind went with the hand touching the lips when they are blown on vice having an air gap between the lips and hand.  So, is there a definition in OBR and NCAA that the hand is making contact with the lips when blowing on the hand?

Truly not sure it is in the book.  It is however an adoption in PA, on or off the rubber.
