Dropped Fly Ball Called Out

Question

Couldn't find this one discussed anywhere here - happened in May.

Umpire Ends College Summer League Game on Hilariously Obvious Dropped Fly Ball (si.com)

I'm assuming simply a mistake of the calling umpire (looks like U1) assuming catch and calling 'out' a little too quickly, and then turning away too quickly.  SH*# happens.  Hopefully a teachable moment.

Looks like three man crew, with R1.   Who's watching this fly ball?

Nobody else is reasonably seeing the ball on the ground, and F8's head hanging in shame?

Nobody making any inferences from the runners and the infielders?  ie. continuing to play, not jogging in to celebrate the end of the game, etc.

Is a called catch a bell that can't be unrung?

Just seems to me the umpires are awfully casual about just letting the call stand, without even a hint of discussion.

Didn't follow the link, but a call of "catch" to "no catch" can be changed in NCAA; from the rule book:

9) Changing a call of “catch” to “no catch”: The umpires may conference
after a fair batted ball has been hit into the outfield or on any foul ball to
determine whether the fielder did or did not make a catch
If the ball is foul, it remains a foul ball If the ball is fair, the ball is dead
After consultation with the entire umpire crew, the Crew Chief will place
the base runners where the crew believes they would have advanced had
the reviewed call been made correctly The Crew Chief and crew should be
conservative on their placement of base runners If there is any doubt the
following guidelines shall be used:
a) The batter is placed at first base
b) Each base runner is advanced one base from the base occupied at the
time of the pitch

Probably placed them on first and third
