We still have players doing this. How long ago did NCAA change the rule?

I didn't have any this season. Before the rule changed, I would say I would get about 3-5 per season. I usually work 40-50 games in a season.

It was discussed in offseason 2018, and implemented in 2019. 

I remember this vividly, because in one of my first college games of that season, the hyper-athletic centerfielder of a Phoenix-area College, on a 2-2 count, reached out and caught a pitch headed surely and squarely for his shoulder. The pitch wasn’t that high velocity, but as impressive as it was, I had to call Time, penalize a strike, and call him Out on Strike 3.
