If a runner is attempting to reach a base and being chased by the defensive player. Base runner goes into a slide late and his momentum has caked himpartially past the bag. The fielder also dives forward attempting to make a tag and goes into a head first slide. The fielder reaches the runner just after the runner reaches the bag and the collective momentum carries them past the bag, runner is tagged and called out. It appeared the runner might have been able to stop while still in contact with the bag but his momentum was still moving forward when contact was made by the fielder. 
 

Should the runner be called out or would this be the runner was forced off the base by the fielder and awarded the base.

The umpire needs to judge whether or not the runner's momentum would have taken him off the base without the added impetus of contact from the fielder. If so, he's out; if not, he's safe. Benefit of the doubt to the runner.

There is no infraction or penalty, unless the contact is sufficent for MC.

IIRC this guidance is codified in pro ball, but not in FED. I would call it the same in all codes.

Note 3. If in the judgment of an umpire, a runner is pushed or forced off a base by a fielder, intentionally or unintentionally, at which the runner would otherwise have been called safe, the umpire has the authority and discretion under the
circumstances to return the runner to the base they were forced off following the conclusion of the play.

in LL I call it Shenanigan's and call time and tell the fielder nope sorry runner was safe and you pushed them off. I aint playing with any of those Shenanigans here today so please do not do that again. "Safe"

You may remember this play from the College World Series last year.  I know the crew chief of these umpires and he told me the push-off never came up during the replay discussion because none of the umpires could clearly see it.  The 3B umpire was straight-lined, that's why he didn't call it.  Replay regulations allow replay only for the reason stated by the coach.  So, in this case, even though replay clearly shows the runner forced off the base, that issue was not brought up by the coach, thus was not ruled upon.
