It does bring up one question about NCAA rule. Can you go to your mouth with ball in that hand if you wipe or pretend to wipe afterward?

The still is ball in hand. The MOV is hiding a lick without wiping on the rubber. For some reason the MOV doesn't embed so you have to view it as a download.

Pitching Violations
SECTION 2. The pitcher shall not:
a.    Make an illegal pitch or quick pitch with the bases unoccupied;
PENALTY— Call a ball unless the batter reaches first base.
b.    Intentionally or unintentionally drop the ball while in contact with the
pitcher's plate;
PENALTY—With no one on base, if the ball drops or slips out of the hand,
intentionally or accidentally, it is no pitch if the ball does NOT cross the
foul line. If it does cross the foul line, it is a ball. If there is a runner(s)
on base and the ball is dropped, it is a balk.
c.    Delay the game at any time. The pitcher shall begin the motion preceding
each pitch within the 20-second time limit (see Appendix F);
PENALTY—After a warning for each pitcher, a ball will be called each time the rule
is violated.
Note: Coaches and team personnel are prohibited from arguing a 20-second rule
violation. A warning shall be given for the first offense and an ejection of the offender
on subsequent violations.
d.    While in the dirt circle surrounding the pitcher's plate, touch the ball after
touching their mouth or lips, or touch their mouth or lips while in contact
with the pitcher's plate. The pitcher must clearly wipe the fingers of their
pitching hand dry before touching the ball or the pitcher's plate.
Note: In cold weather, the umpire may announce to both teams that it is permissible
for the pitcher to blow on their hand, on or off the pitching plate

So that would make 2 violations by Cooper who seems to be adept at hiding such. Be interesting see if he got away with such the rest of the season. But most likely he gets away with it because NCAA has got the umps wound up over the pitch clock to the detriment of watching other things.
