FED.  Bottom of 9, score tied.  R3 and R1.  Balk called.  R3 scores, but R1 does not advance and touch 2B (runs toward teammates instead to begin celebrating the win).  

Does 8-4-2-p apply for abandonment? 

Can we just say that R1 was taking a circuitous route to 2B for his balk award and R3 scored during that circuitous route so at best it's a timing play out and the game is over? 

Or, can we just say that this is nothing because 9-1-1e2 does not apply since R1 was not forced?

2023 NFHS rule 8-2-9

...All awarded bases must be touched in their proper order...

From the 2016 BRD (section 32, p. 38):

FED Official Interpretation:  Hopkins:  A runner is forced to accept the awarded base.

From the 2016 BRD (section 508, p. 326):

OBR Official Interpretation:  If the winning run is awarded home because the ball became dead, such as, but not limited to when a ball is thrown out of play, or when a batted ball is hit out of play for a home run, the game will not be over until all runners reach the bases they are awarded to.

Wouldn't outs be moot? Even the third out would still have a run scored unless @NavyBlue grabbed abandonment immediately which would not be a practical way to umpire, or a third out appeal happened before the run scored, highly unlikely.

Under FED rules all balks are immediate dead balls. So you are saying that there can be time plays during a dead ball. How do you know that? I have not found any reference that says that. If you have, please cite it.

However, I have found the following bit of text in the 2013 Wendelstedt manual (talking about game-winning runs)--

...If they are called out on appeal or otherwise, and it is the third out, this may create a situation where runs are not scored as a result of time plays or on force outs.

I don't know about FED. My only clue that a time play can happen during a dead ball is the PBUC/MLBUM play where R2 abandons during a bases loaded HR and is called out for abandonment before R3 scores. No run scores. Do you have a more current MLBUM where this ruling has dissappeared?
