Looking to buy 2017/2018 NCAA rule book - hard copy.

Yes, I know I could order one directly from NCAA, but the only shipping choices they offer start at nearly $13.... and up to $56 ( :o ) , via Fedex.  Not sure why they don't offer reasonable rates via USPS.
