If a pitched ball bounces then hits the bat, does it count as a strike?

Depends on where the ball winds up. If it's a foul ball before two strikes, it's a strike. If it's a fair ball, it's in play. It's no different for having bounced first than if it didn't.

What if the batter does not swing, does it still count?

Yup, batter needs to control his/her bat.  For instance, ball high and inside, in the attempt to avoid the pitch the batter ducks/kneels, bat stays up, pitch hits the bat, ball is live and as Elk indicated above, fair/foul depending on where it lands.

Yep...it's still a batted ball.

Also of note (because a lot of people seem to think that a bouncing pitch changes something)  is that when a pitch bounces before reaching the plate, it's still a pitch. It's treated exactly the same as any other pitch, with respect to the batter getting hit by it, or it accidentally hitting the bat, or even it being purposely batted into play- with ONE exception. It can't become a called strike (that is, a non-swinging strike, even if it subsequently passes through the strike zone).

It also cannot be a caught 3rd strike.
