PU Taking the call at 3B? (Old Nationals game)

Randomly came across this...

At exactly 1:49 the clip begins with the ball already about to hit off the wall/fielder in RF... Then a missle of a throw nails a runner at 3B... But the curious thing is that it's the PU rotating around 3B making the call...

Why?

I'm guessing the question is not why PU rotated TO 3B (standard rotation), but rather why he rotated AROUND 3B.

Since U1 would be rotating home to take any play there, he can move into the best position to see the tag at 3B. He would start in foul territory watching the ball come in and rotate through the wedge to see the tag. It's just the same movement we'd expect for a play at the plate, with different angles at a different base.

With no runners, if U2 or U3 go out, then yes, PU will rotate up to 3B. If U1 goes out, he'll trail the BR for plays back into 1B.
