FED: yes

OBR: no (at least not in pro ball)

This does beg the follow-up question.....How strictly  is this enforced in FED games?

Useless rules get changed because they are frequently enforced by smart umpires.

That's what one of my coaches said yesterday after I called a runners lane interference!! At least I think that's what he meant when he said "that's not a rule, I've never heard of that rule!"

I asked him what he thought that lane was used for and he said "Looks"

I've seen it (no-stop without runners), but never called it and doubt I ever would.  I posted the question just to hear some other opinions, and it seems most agree, what's the point?

What I HAVE done is discretely speak to the catcher "he'd better come to a full stop when he's got a runner"

If the pitcher pitches before the batter is ready and is not coming to a stop, I've called it. Why wouldn't you? One, it's a rule that affects play and two, the pitcher can derive an unfair advantage from it. Seems like a strange choice to enforce this one any other way, or to fix it without the penalty.

I'm not even letting the pitcher start into his set if the batter isn't ready.  I had to deal with this on Wednesday where F1 wanted to work fast and several batters were very deliberate.  They were smart and kept a foot in the box when they were required to, but took their time (less than 20 seconds) to get ready.  I did tell a couple of them that once they get both feet in the box that they need to be ready.  No more tapping the plate 5 times, etc.

I would certainly not call a balk! Haha.  Illegal pitch call just slows the game down - telling the catcher to handle it should work while you brush the plate.
