Seems like garden-variety OBR "weak" or "backswing" INT to me. The ball is dead immediately, runners return, nobody is out. That throw never happened.

Well there's always that, but as a former F2 Mattingly has to know that particular rule. Either he saw something I didn't, or he's working the new(er) guy, or something else. He has to know he's not getting a batter INT call for that.

The ball is dead retroactively the same way it is for "strong" INT.  I'm not sure if that's what you meant by immediately or not.

2013 PBUC 7.14 BACKSWING HITS CATCHER

If this infraction should occur in a situation where the catcher's initial throw directly retires a runner despite the infraction, the play stands the same as if no violation had occurred.

Right: most of these cases, there's no throw, and then the ball is dead.
