Since Polanco went into the stands for the ball, it's not obvious whether the ball was touched over the field of play.

This one was pretty tight, but by reviewing 6.01 COMMENT (3.16 COMMENT) I can see why they did.

No interference shall be allowed when a fielder reaches over a fence, railing, rope or into a stand to catch a ball. He does so at his own risk. However, should a spectator reach out on the playing field side of such fence, railing or rope, and plainly prevent the fielder from catching the ball, then the batsman should be called out for the spectator’s interference.

Looks like he's pretty clearly reaching out of the stands and preventing the fielder from catching the ball.  Freeze frame it at :38.

stop at 1:29 .... he most certainly did not go into the stands. He's against the wall and goes straight up.   The fan leaned way in .......

What kind of uniform is Bonds wearing?? I've never seen those knee-length pants before. ;) And it looks like his loyalties still lie with his team on the Rivers, and not by the Bay!

They should make an exception (call it the Bartman exception). If the HT fan interferes with the HT fielder, that's nothing.

And he's really let himself go.
