​Its not OBS in OBR because in this case the throw was on its way (imminent), but if you should happen to judge the throw was not imminent, too far away, then you could, in theory, rule OBS if its OBR, correct?

​If the throw was released, then it's close enough on this play.

If you base it on when the throw was released, the throw could be coming from the other side of the diamond, thats too long a time to give the infielder to block the base!

As a guildliine someone once told me if you can judge if the throw is less than half way from where it originated to the where the runner is its not OBS, if its more than half way, then it is.   OBR of course

​In Fed, the fielder must give access to the base, but doesn't have to give the part the runner wants to touch.  In the video, the fielder only blocked one corner of the base, so this should be an out in Fed.

In NCAA, the restriction is tighter on the fielder, who cannot block the base with ANY part of his body prior to receiving the throw.

If the throw is from the infield, the play is imminent.
