Runner doesn't tag up, is he out?

Guest Oakland Baseball

Situation:  Player on first and second, 1 out.  Batter hits ball to deep outfield.  Player on second tags up and goes home, player on first does not tag up and makes is to third.  Defense throws the ball to second, the runner is called out.  He is between third and second trying to make it back to first.  Is the runner out at second or does the defense need to throw it to first and does the run score?  Thanks umps!

Last part first...the run scores because this third out was not a force out. It's impossible to have a force out once the batter-runner is put out before reaching first base.

The runner who left early is out only if properly appealed by the defense. A proper appeal would involve either touching the runner with the ball before he gets back to first or touching the base left too soon with the ball before he gets back. If neither one of those happened then, no, this runner should not have been called out.

Part of a proper appeal is that it is made at the proper base. In this case, if they tagged the runner he is out.  If they tagged the base, he is not out (appeal is for leaving FIRST early).  If the runner scores before the appeal is made, then the run counts.

 

A lot also depends on the rule set.  FED allows dead ball appeals.  OBR does not. (Not sure about NCAA).
