From watching a whole bunch of clips on this site, I've noticed something really strange. It seems that some MLB umpires aren't set when the pitch is delivered.

In this clip for example, Jerry Layne is still moving down when the pitch is already on its way.

Is this some sort of advanced mechanic?

MLB umpires have many bad habits that they can get away with because, well they are MLB umpires. They have a contract. If they had to worry about whether they had a job tomorrow based on their previous game eval then it might be a different story.
