  1. Let me give a simpler example. The term "boy" can be a derogatory term when referring to adult African-Americans. When someone addresses me as old white guy as "boy," it's a colloquialism. If he addresses a black man that way, even if he intends it the same way as he does when addressing the comment to me, it can be viewed as racist. Much as with many of our baseball rules, sometimes intent matters, sometimes it doesn't.

    Infield Fly

    BR is out as soon as it's declared an in field fly. Since there was already one out, this is the second out of the inning. Everything is still live. The fielders then throw to first to appeal R1 leaving early. This is the third out, but this is not a force, making it a time play. If the runner goes home from third reaches the plate before the ball gets to first for that out, the run scores. If it gets there after, it does not. This is opposed to a force play, let's say the ball is hit to the third baseman. He steps on the bag for the second out and the tosses it to second for the third. The third out here is a force play, and even if the runner coming from third beat the throw to second, he doesn't score. (I specifically avoided a 4-3 double play, we'll save that for another time, suffice it to say it's not a "force" either, but the runner still doesn't score).

    To amplify JonnyCat's statement, here's the OBR definition he mentions: A FAIR BALL is a batted ball that settles on fair ground between home and first base, or between home and third base, or that is on or over fair territory when bounding to the outfield past first or third base, or that touches first, second or third base, or that first falls on fair territory on or beyond first base or third base, or that, while on or over fair territory touches the person of an umpire or player, or that, while over fair territory, passes out of the playing field in flight. A fair fly shall be judged according to the relative position of the ball and the foul line, including the foul pole, and not as to whether the fielder is on fair or foul territory at the time he touches the ball. Fair territory is defined as the stuff between and including the foul lines.

  6. Well, if "tipped foul" means a "foul tip" that question's right answer is clearly wrong. The rest have no correct answer. There is no rule that says you MUST have three outfielders. An illegal-pitch isn't necessarily a balk. A ball hit out of play isn't necessarily foul (odd they would come up with that because they already had a question on ground rule doubles).

  9. I can't find any reference for scoring for NFHS, but in the case of the Official Baseball Rules, it would be an RBI. A dropped infield fly is treated pretty much the same as a caught fly ball: no hit credit, but if a runner scores on the play, it is an RBI. The only time it wouldn't be is if there was some error aiding the ability to score.

  11. Fed defines obstruction as impeding the runner when not in possession of the ball. The umpire should award base(s) to nullify the obstruction. It's a delayed dead ball.

  14. The rule doesn't say they have to stay on the orange bag. It says they must make the play at first on the orange bag. Once they put you out by touching the orange bag, the rest of the base is open for use. Nothing precludes them from going into foul territory either (on or off the bag).
  15. You weren't obstructed, the fielder beat you to the bag. The rule on the Double First Base merely says the fielder needs to make his play on the white part and you have to make your play on the orange. Further, once you touch first, the whole bag is fair game for both runners and fielders. Here's the rules for this from FP (but most sets follow): Sec 19. Double First Base The Double First Base shall consist of a base in fair territory that is white in color and a base in foul territory that is colored. B. Whenever a play is being made on the batter-runner, the defense must use the white portion and the batter-runner the colored portion. 1. If the batter-runner touches only the white portion when there is a play being made at first base, it is treated the same as missing the base. The batter-runner is out providing the defense appeals prior to the batter-runner returning to first base. Once the runner returns to the white or colored portion, no appeal can be made. 2. If the defense touches only the colored portion, it is treated the same as being off the base.
  16. Isn't this the classic fourth out situation? Rule 9. Art. 1. e. when there is more than one out declared by the umpire which terminates the half inning, the defensive team may select which is to its advantage as in 2-20-2.

Fake bunting has been illegal (not just switching from a bunt to swinging away, but pretending to bunt with no intent to attempt to strike the ball, though this is less an issue in this league when stealing isn't allowed, etc... I'm not sure why you'd do it). Perhaps this is a new interpretation of what a fake bunt is rather than rule change?
  21. Crimes do not require anybody to "press charges." A crime is an offense against society and the state is the one who prosecutes it. Of course, absent the people involved, there might not be sufficient evidence to carry the case forward.
  22. You're right. There's a whole list of "penalties" for fouls from giving the offended team the ball at some preferred position to some number of free throw attempts, and in some cases ejection and mandatory fines. The only time there's an award of a basket is for the case of goaltending/basket interference.
