  1. Take everything into account, especially the level of both fielders and runners. At what level does a bobbled ball by F6 get a runner to 2B? I get that at 5U or whatever kids run until F1 gets the ball, because fielders can't make a play. Don't enforce OBS there: he's going to steal it on the next pitch anyway. At any level where kids can make a play, there's no way the BR gets to 2B safely on this. Put him back on 1B.

  2. Your task is to nullify the act of obstruction. So you would need to judge that the BR would have advanced to second if not for the obstruction to award him second base.

  3. You made the call on the release? It worked out because he airmailed it, but you've got a huge problem if they just make the play.
