Situation: Runners on second and third.  One out.  Batter hits bounding ball to 3rd baseman who properly tags the runner going from second to third and then immediately throws to the 1st baseman to force the batter-runner out at first base. 

Are there any circumstances under which the runner from third scores to run?

While FED sometimes calls the out made by the batter-runner before he touches 1B a force out, the other codes do not. They specifically state that if the third out is made by the batter-runner before he touches 1B or if the third out is by any runner being forced out no run will score.

The circumstances where that run might score would be if you employed untrained guys to call balls and strikes and safes and outs for your game and they didn't know the rules.

Greg, here’s the rule (it’s from Official Baseball Rules but the NCAA and the high school rules are the same) that answers your question—I have bolded the portion of the exception that applies to your scenario.

5.08 How a Team Scores

(a) One run shall be scored each time a runner legally advances to and touches first, second, third and home base before three men are put out to end the inning.

EXCEPTION: A run is not scored if the runner advances to home base during a play in which the third out is made (1) by the batter-runner before he touches first base; (2) by any runner being forced out; or (3) by a preceding runner who is declared out because he failed to touch one of the bases.
