To jimurray:  Why would a professional umpire even bother to reply to an ignorant question by a sub varsity high school umpire, there must be more 

important issues for you to be concerned with.  Thanks Maven for taking the time to answer without the snark.

Yes. 6-1-3 has had a word deleted.

2018: "Before starting his delivery, he shall stand with his entire non-pivot foot in front of a line extending through the front edge of the pitcher's plate and with his entire pivot foot in contact with or directly in front of and parallel to the pitcher's plate."

2019: "Before starting his delivery, he shall stand with his entire non-pivot foot in front of a line extending through the front edge of the pitcher's plate and with his pivot foot in contact with or directly in front of and parallel to the pitcher's plate."

I'm not a pro. But as a member of an association of umpires who do HS baseball I would wonder how well we were training our members, V or JV, if we got such a question from our group. But your post may have been in reference to the NFHS press release which only referenced 6-1-3 in passing and had some confusing wording about "pivoting".

Guest Pivot Foot Requiremen

Removing an Element of the Removing an Element of the Pivot Foot Requirement (6-1-3) — This rule change eliminates the requirement for the entire pivot foot to be in contact with the pitcher’s plate. Many pitching mounds are constructed such that it is problematic for a pitcher to have his entire pivot foot in contact with the pitcher’s plate. No advantage is gained by having some of his pivot foot not in contact with the pitcher’s plate.
