American Legion - Obstruction followed by Malicious Contact at Home Plate

I've been researching the OBS/MC at home plate rule differences and came across the 2018 American Legion rule for this...and to my surprise is mimics the old 2009/2010 NCAA baseball Approved Ruling. This interpretation is the only interpretation in rule sets that have malicious/flagrant contact provisions that allow us to count a run. Please see the excerpts below from the 2018 American Legion rulebook (Senior Legion).

Also did not know that AL says the catcher must have the ball in order to block the plate.  Assumed they used the "in the act" provision since most of their rules mimic OBR.
