Haven't seen him to much. But I can guess where the question is.

Either you are asking if he coming set multiple times (usually by "pumping" his arms multiple times as he brings his hands down) or something along those lines.

Most pitchers will do something simular to that and as long as some part of his body is still moving, he has not come set.

The other possibility, is that you are asking about him not coming to a stop before coming to the plate. Let' just say that MLB is much more lax on this requirement that we are at the amateur level.
