Question

Guest Coach B

Bases loaded , no outs , pitcher from the windup.  As soon as the pitcher starts his windup the base runner breaks for a steal of home. The pitcher continues his windup and throws a pitch, the catcher sees the runner headed for Home and steps out in front of the plate catches the pitch and tags out the runner. There was no swing by the batter.     Is this a legal move by the defense?

No. Depending on the code, it is called catcher interference/obstruction.

If the batter does not put the ball in play (as in your case), the ball is dead immediately. Any runner stealing on the pitch is awarded the base he was trying to reach, and the batter is awarded 1B. Any runner forced to advance by the award to the batter will do so.

In pro rules (OBR), the pitcher is also charged with a balk (which would advance any runners not forced to advance).
