FED set position - no runners on

Just wondering if anyone who calls FED enforces a complete stop from F1 in the set position  when there are no runners on base. Had a kid doing it today. No issues from anyone as I doubt many even know this rather obscure FED difference. Just curious if anyone or any area enforces this.

We do. Send F2: "pause even with no runners." They will.

This is what I do also.  F3 can do it also.

About 10 years of history... NO, not enforced with no runners on.
