Guest Fan in stands

NFHS Rule Set:  Nobody on base.  Pitcher in windup, halfway through windup batter calls time, umpire does not grant it, pitcher stops his delivery.  What happens next?

A. Nothing, start back over from scratch

B. Ball awarded to batter for illegal pitch

Sorry, no reference handy, but I'm pretty sure it's in the case book.

A is correct, and it's black-letter rule (not merely a case play):

"If the pitcher, with a runner on base, stops or hesitates in his delivery because the batter steps out of the box (a) with one foot or (b) with both feet or (c) holds up his hand to request "Time," it shall not be a balk. In (a) and (c), there is no penalty on either the batter or the pitcher. The umpire shall call "Time" and begin play anew." (FED 6-2-4d)

And although the OP concerns a situation with no runners, the rationale for the ruling above applies equally there. If it's not an illegal pitch with runners on, it's not illegal with no runners.
