Yes, ti counts.  R2 was not forced TO second, so it's not a force out.  It's a time play -- and since the run scored before the out occured, the run counts.

Also assuming that the code that you are operating under allows dead ball appeals.

The run counts whether the code allows dead ball appeals or not -- and that was the question. 

Now, if the question was "is R2 out?" ...

After re-reading my verbiage, I realize I left that part out.  Good call out.  I'm glad somebody meant what I knew.

Only out if dead ball appeals are allowed.

If not there would have to then be a live ball appeal to get the out.
