That's the correct call if the runner was tagged before arriving to first base. Once IFF is declared, the batter is out (if the ball is fair) and thus any force is removed. R1 advanced at his own risk. If the throw was simply made to first base with no tag, R1 is safe because there's no force, a runner can never be forced back to a base, and the ball was not caught so this is not an appeal play.

R1 needs to be tagged. The ball was not caught, the batter is out, runners are not forced to advance, and must be tagged. There can be no "appeal" for leaving the base early if the ball wasn't caught, regardless of it being an infield fly. Infield fly simply means the batter is out.

This is a pretty standard test question:

Bases loaded--no outs.

Batter hits a pop up that umpires call an infield fly.

Ball drops to ground, uncaught and  all runner take off.

Defense throws home, to third and then to  2B and and the bases are all stepped on before the runners arrived.

( Yes, I know, This team has extremely slow runners.)

How many outs do we have??

The answer is one.

Once the IFF rule is called the batter is out and the force is removed.

If the ball is uncaught  any and all runners must be tagged for an out.
